Major cities and communities in Uzbekistan are striving to create cities that contribute to sustainable development and community well-being. This includes aspects as diverse as environmental sustainability, social justice, economic prosperity and cultural diversity. To achieve this goal, it is important to consider factors such as resource efficiency, development, local community support, and city governance.

Sustainable cities and communities in Uzbekistan include Jizzakh, Khiva and Yangier/Havos. These cities are part of the “Livable Cities of Uzbekistan” project, which aims to improve water supply, solid waste management and urban development. The project also aims to improve health care and develop institutional capacity in cities, provinces and coastal areas.

Several aspects of urban stability in Uzbekistan can be distinguished from the presented sources:

1. Problems of cities: The main problems of cities in Uzbekistan are air pollution and loss of green spaces, which have a negative impact on the environment.

2. Urbanization and urban growth: Effective and sustainable urbanization and urban growth are mandatory conditions for the development of Uzbekistan. One of the factors limiting the development potential of cities is their growth outwards rather than upwards.

3. Problems of inefficient urbanization: Cities in Uzbekistan are under-registered due to migration restrictions, weak land market development, inefficient land use and other factors. This leads to less attention to daily life and threats to food security.

Goal 11 focuses on development: The organization’s brief Goal 11 – “Sustainable cities and settlements” – aims to address the challenges of rapid urbanization, overpopulation and urban development.

PRIORITY DIRECTIONS OF PROVIDING EFFICIENT AND SUSTAINABLE URBANIZATION IN UZBEKISTAN

Urbanization and the growth of cities is a unique opportunity to develop the economy of Uzbekistan and improve the quality of life of the population, which should not be missed in any way. Today, the country’s cities are not always able to use their full potential. This is related to a number of issues and problems mentioned above, both locally and across the country.

In our report, three priority directions for ensuring effective and sustainable urbanization in Uzbekistan and solving these problems were distinguished. They include the following recommendations that may be considered by the country’s government:

1. Adoption of the national strategy of urban and regional development. It should clearly state the vision of what the country’s cities should be and the state policy measures to achieve the respective goals of their development, as well as state bodies responsible for implementing the strategy.

2. Expanding the capabilities of local authorities through the implementation of a long-term program, including the transfer of certain powers of the government to hokims, the transfer of large financial resources to local authorities, as well as increasing the level of powers of hokims in the field of urban development and planning.

3. Continuation of structural reforms important for the development of the city. They include the implementation of land reforms aimed at forming an efficient real estate market and ensuring reliable protection of land and real estate ownership, as well as modernizing the system of urban planning and urban land use. The latter includes the development of the land market and the development of efficient and transparent land management mechanisms.

The World Bank’s “It’s time: How to use urbanization as an engine of sustainable development in Uzbekistan?” includes the results of a large amount of analytical, statistical, spatial and other data analysis, as well as the analysis of examples and problems of the development of some cities. . In order to better understand the content and conclusions of this publication, which cannot be told within the framework of one column, we invite everyone who is interested in the urbanistic processes in the country to devote a little more personal time and attention to the report.

American economist Edward Glazer says that cities are the greatest invention of mankind, making us richer, smarter, healthier and happier. All of these are cities that can be implemented for the residents of Uzbekistan. Governments in many countries have succeeded in building thriving cities and turning them into drivers of national economies. Such a goal is before the government of Uzbekistan. It deserves the mobilization of great efforts and resources to achieve it for the benefit of the people who live in these cities today and will live in them tomorrow.

TAKING MEASURES TO CREATE SUSTAINABLE CITIES AND COMMUNITIES IN UZBEKISTAN

• The “Strategy for the Development of New Uzbekistan” was adopted by the Government of Uzbekistan in 2022-2026, which aims to ensure the sustainable development of cities and rural areas.

• Within this strategy, programs are being implemented to improve infrastructure, housing conditions, improve public spaces, and increase energy efficiency of buildings.

• Smart city solutions are being implemented in Tashkent, the capital of Uzbekistan, in order to increase the efficiency of city services and improve the quality of life.

• Development of public transport, construction of bicycle paths and pedestrian zones are underway in the country’s cities.

• The government encourages the use of renewable energy sources and energy-saving technologies in residential and public buildings.

• Urban greening, parks and gardens projects that improve ecology and microclimate are being implemented.

• Work is underway to increase the resilience of cities to natural disasters and climate change.

• Development of public transport, establishment of bicycle paths and pedestrian zones are underway in the country’s cities.

• The government encourages the use of renewable energy sources and energy-saving technologies in residential and public buildings.

Thus, in accordance with the UN Sustainable Development Goals, comprehensive measures are being implemented to create more stable, ecologically clean and comfortable cities and rural communities. However, much work remains to be done to integrate sustainability principles into all areas of urban life.
