SDG 11. Sustainable cities and communities

Large cities and communities in Uzbekistan mean striving to create cities that contribute to sustainable development and the well-being of society. This includes various aspects such as environmental sustainability, social justice, economic prosperity and cultural diversity. To achieve this goal, it is important to take into account factors such as the effective use of resources, development, support for the local community and Urban Management.

Sustainable cities and communities in Uzbekistan include Jizzakh, Khiva and Yangier/Havos. These cities are part of the Uzbekistan livable cities project, which aims to improve water supply, manage solid household waste and beautify the city. The project also aims to improve health care and develop institutional capacity in cities, provinces and coastal areas.

From the presented sources, several aspects of urban stability in Uzbekistan can be distinguished:

1. Problems of cities: the main problems of cities in Uzbekistan are air pollution and the loss of green areas that negatively affect the environment.

2. Urbanization and urban growth: effective and sustainable urbanization and urban growth are mandatory conditions for the development of Uzbekistan. One of the limiting factors for the development potential of cities is their growth not upward, but outward.

3. Inefficient urbanization problems: cities in Uzbekistan are incorrectly listed due to migration restrictions, weak development of the land market, inefficient land use, and other factors. This leads to low attention to everyday life and a threat to food security.

Goal 11 is aimed at development: the organization’s brief 11th goal- “sustainable cities and settlements” – is aimed at solving the problems of rapid urbanization, overpopulation of the labor force and ensuring urban development

PRIORITIES FOR ENSURING EFFECTIVE AND SUSTAINABLE URBANIZATION IN UZBEKISTAN

Urbanization and urban growth are a unique opportunity to develop the economy of Uzbekistan and improve the quality of life of the population, which should not be missed in any way. Today, the cities of the country are not always able to fully use their potential. This is due to a number of problems and challenges mentioned above, both locally and nationally.

In our report, three priority areas were allocated for ensuring effective and sustainable urbanization in Uzbekistan and solving these problems. They include the following recommendations that can be considered by the government of the country:

1. Adoption of the national strategy of urban and territorial development. It should clearly express the idea of what the cities of the country should be and state policy measures to achieve the relevant goals of their development, as well as indicate the state bodies responsible for the implementation of the strategy.

2. Expanding the capabilities of local authorities through the implementation of a long-term program, including delegating certain powers of government to municipalities, transferring large financial resources to local authorities, as well as increasing the level of authority of municipalities in the field of urban planning and planning.

3. Continuing structural reforms that are important for Urban Development. They include the formation of an effective real estate market and the implementation of land reforms aimed at ensuring reliable protection of land and real estate ownership, as well as the modernization of urban planning and the system of urban land use. The latter includes the development of the land market and the development of effective and transparent mechanisms of Land Management.

The World Bank’s “The time has come: how to use urbanization in Uzbekistan as a sustainable development engine?” includes the results of the analysis of a large amount of analytical, statistical, spatial and other data, as well as the analysis of examples and problems of the development of certain cities. To better understand the content and conclusions of this publication, which cannot be told within the framework of a single column, we invite everyone interested in urbanistic processes in the country to give a little more personal time and attention to the report.

American economist Edward Glazer says that cities are the greatest invention of mankind, making us richer, smarter, healthier and happier. All these are, of course, cities that can also be implemented for residents of Uzbekistan. The governments of many countries managed to build flourishing cities and turn them into drivers of the national economy. Such a goal is facing the Government of Uzbekistan. He deserves to mobilize great strength and resources to achieve it for the benefit of the people who live in these cities today and who live in them tomorrow.

UZBEKISTAN IS TAKING MEASURES TO CREATE SUSTAINABLE CITIES AND COMMUNITIES

• The “new Uzbekistan development strategy” was adopted by the government of Uzbekistan in 2022-2026, which provides for the goals of ensuring sustainable development of cities and rural areas.

Thus, in Uzbekistan, in accordance with the UN Sustainable Development Goals, comprehensive measures are being implemented to create more sustainable, environmentally friendly and comfortable cities and rural communities. However, a lot of work still needs to be done to integrate the principles of sustainability into all areas of urban life.
